How to pull of this effect?

In the following video a morphing effect is frequently shown - the planes in the frame are sorta shifting, and morphing, creating an LSD-type effect. I guess a good example is at 2:09 in the video where it looks like the background is breathing.

Is it possible to do in Final Cut Express? How? Otherwise, what programs would I need?

It's hard to tell, but it could be something done digitally or maybe in camera with something like a Lens Baby. It might be possible to replicate the effect in Final Cut Express, but it would be a lot easier to do it with software like After Effects, or maybe Apple Motion.
