Twitter/Facebook/Youtube comments in screenplay - how to format?

The character reads some comments about him on Twitter. He is alone in the room, so reading those comments to someone is not an option. Those comments need to be seen briefly on the screen.

How do I format that? Is that dialogue? or P.O.V.? or just action lines as "..." ?

The easiest way, though not necessarily the only way, is to treat it as text.
Code:
INT. POSH HOTEL ROOM - NIGHT
Max leans back on this bed to watch a television
interview of himself.

He clicks it off. He pulls out his phone and pulls up Twitter. He
sweeps through with his finger for a casual browse before he
reaches a segment.

TEXT ON SCREEN:
                "FLWRGRRL: Damn! 2 HOT!!
                 MICHLE18: He's MINE, girl! Back
                    off!
                 AN27-RS: U4 gnimoc, Xam
DUGGA: Yo, my boy VoxD, he rappin!"

He gets up and sets it on the desk as he goes to the
bathroom.

He comes back out, puts some ice in his whiskey glass, looks
at himself in the mirror and glances down.

The phone catches his eye. He rotates it, picks it up and stares
at the panel to read: "maX ,coming 4U :SR-72NA".

He picks up the phone and stares at it. He drops the phone to
his side and glances about.
