LOCATION SCOUTING WITHOUT PERMIT

Just talked to FILM LA about about permits and the cost STARTS at $660. What the hell?! I assume most people just go without a permit? I'm just filming a short for my directing reel. They said it doesn't qualify as "personal use" but I have a feeling they tell EVERYONE they need a permit. Please help! It seems hard to get locations nailed down, everyone keeps asking about a permit.
 
They wanted to charge me $1,500 for a 10 second shot .. and I don't even live in CA or LA!!
So yeah I waited until 4am and then I did it for free without a permit.
 
Yeah it's referred to as guerilla filming when you do it without permit.
Just don't do anything stupid like having prop guns. That's the sort of thing you do want the police on site for.
 
The scouting of locations doesn't require a permit, right?

Find smarter locations :)

Maybe you asked the wrong question.
'When do I require a permit?' is the first question.
'Where do I require a permit?' is the second one.
Here in Europe the rules differ from city to city, but blocking streets always requires a permit.
 
Some locations (such as downtown involving traffic ect) will generally always require a permit. If it is a private location and not involving any government interaction you should be fairly ot (unless they have strict ordnance). Anytime you ask a government official about anything they automatically have a fee for it.
 
Here is NY you don't need it on private property. In public they are free.

In LA you pay, and you do need for private property because of the porn industry, and they use private homes so they want a piece.
