I can partly answer one of your questions from an email exchange from a rep at SXSW this year:

"When a film is selected we usually do a combo of phone calls and emails to notify the filmmakers. The filmmaker is then issued 5 Film Badges with the option to purchase more at our earliest price.

Unfortunately we are not able to provide lodging, although we do set aside blocks of hotel rooms for them to choose from to join us."
