Creating a very blue set..

anyone got any ideas on how to create a minimalist but very blue lit set for a long static scene? lights shouldnt flicker or anything like that...

i was hoping to go for a blue neon scene..?

can neon lights be used?
 
Ways to blue:
kill the dog
catch your girl playing around
get drunk and shoot somebody
...
beyond that, I got nothing.

Low budget method:
Try a partial or complete saturation reduction, followed by a color grade toward the blue. Don't over do it, just a subtle bit will do.

If you go with using real color saturation - you can effectively anchor the color grade in post with a few choice objects in the primary color you are going for (blue jacket/painting) or against the color of choice (primary red in one thing).

White balance on yellow paper makes all your lights blue.
(If you use art direction to make the set blue, it will look more blue.)

0:22-0:24 was shot with a WB created with greycard and yellow gel (half or full, I don't remember, I guess half)

Take out the www.blah/blah BS. Just use the bit after the "=" between the YT markers.
