What's the difference between these two in Premiere Pro?

What's the difference between 'maximum bitrate' and 'target bitrate'?

I looked it up but everyone has something different to say, so I wanted to make sure when making videos. Thanks!
 
maximum bitrate means the bitrate will never exceed that, but could be signficiantly lower. Target bitrate means, go ahead and vary as needed, up or down, but average out to the target specified.

yeah, wherever you're intending to put the video, follow their best practices guidelines.

The last video I posted to vimeo came out of resolve with an obscenely high bitrate (36827k or some such nonesense).. Vimeo warned me that it was excessively high and could take longer than normal to convert, etc.. it still looked fine in the end, but their recomendation was something like 1/1000th of the bitrate my file had.. :lol:
