Best file type for size vs quality

I have reached a roadblock I knew I would eventually reach. I have filmed a ~2hour conference and was able to upload a 4GB 720p version for them to YouTube. Now they need a 1080p file so they can have it for both others who spoke to cut up and so they have essentially an original edited file for potential future use / backup etc

However with the codecs I normally use a file that is 1080p is between 10-24GB for this video. I don't really think I can go giving them a file that big. Is there an export suggestion that somebody has to get a long video in 1080 under 4GB? We must also remember the stupid FAT drives so despite myself being happy with a 10GB file, a USB to transport it will not be.

Any suggestions? FYI I am using Premiere for those that don't know.

It depends on what they're happy with for the end result.

You could use h264 codec and limit the data rate but that will reduce the video quality. You can also increase the Key Frame number, but reducing the file size typically reduces the end result, as you're aware.

Have you considered delivering it on a DVD disc.
