Does "Budget" include Marketing & Promotion?

I thought it didn't, but then it was suggested that it did. And I understand that a film to be distributed to 2,000+ screens isn't even the same as thing as one shown on... a baker's dozen. Or less. Ever.

Then the discussion about the supposedly $15K production budget of Monsters came up and I wondered how could that be so different than the supposed $15K spent on Paranormal Activity?

Yeah, at the sans-distributor level that's the distinct impression I'm getting of "reported/estimated" budgets.

If I make it, and no one really wants to sell it, then I gotta come up with $$ for marketing & promotion, and call that part of the "production budget".

However, if I make it, someone wants to distribute it using their $$, then MY production budget remains the same, and the feature gets reported as having a production budget of what I spent - irregardless of what the distributor spent on M&P.

At least, that's the impression or general understanding I'm coming around to.

This entire part of the process kinda smacks of the roles of producer vs. director.
Below certain production levels they're both all over and into each other's territory, agreeably or adversely.
However, above some subjective threshold the producer(s) are clearly responsible for one set of roles/responsibilities while the director is clearly responsible for another set.
