Trying to find a Japanese Sci Fi Short

Hello clever people, I am trying to track down a film I saw a few years ago. I can't for the life of me remember what it is called. The unique element is that the film was made using stills manipulated in post rather than moving footage. It was about a scientist who had invented a teleportation/timetravel machine and he gets chased by bad guys. Surely someone else has seen it?????
 
Are you thinking of Chris Marker's "La Jetée"? Probably one of the most famous short films ever made, at least among movie buffs, and the inspiration for Terry Gilliam's Twelve Monkeys. Marker is not Japanese, but he did make Sans Soleil, an essay film shot largely in Japan.
 
Hi, it is a more modern film, I know La Jetee is an inspiration for the film I am looking for. The cast is all Japanese and it is set in Japan but I seem to remember the filmmaker being British. The bad guys in the film were bald and painted white! I can remember all of this but not the title :)
