Assuming you're talking narrative, the most common question sales agents will ask is who is in it. Start there. Then they'll ask what it is.

That all being said, different agents look for different things.

First you just send a logline and a little about your background. If
they are interested they will ask for a trailer.

For a submission, the biggest sales agent in the UK is asking for a trailer upfront. We have one but will also put a longline together.
