What's wrong with my camera?!

Oh no my camera doesn't have the jello effect!
How can I get that lovely jello effect with my camera?
Also, my camera doesn't suffer from rolling shutter issues!
I want to have rolling shutter like everyone else!
I can't get rolling shutter even when panning hard!

Why?? Oh my God, why???!!!

Any good software to add jello in post? Anyone?...

Nobody wants jello/rolling shutter. I suppose in After Effects you could stretch the image and distort it and keyftame it to make it look similar. There is a little bit of rolling shutter in there, but not bad.
 
I found it humorous.

There are plenty of ways to introduce the effect if you feel you need it. Any plug in that allows for removal of it can also introduce it by pushing the settings stronger. Or, if you match move the shot, then use the horizontal motion of the frame to drive a distortion/skewing effect, you should be able to get a convincing recreation of the rolling shutter problem.
