Change format and video parameters and take out backgrounds noises

I have a video of 12 hours that take 150 GB and I want to change the format of the video and the others parameter that the video will take only 1 GB (this is the best) or maximum will take 3 to 4 GB also in all the 12 hours video there is a background sound like wind that I want to remove
