SD transformed to HDR

Hi friend i just got an article from 1000 dollar film mag saying

The digital revolution has taken yet another unpredictable turn in favor of low cost, high resolution film production.

Along side all the developments in HD and 4K, there has also been ongoing research in SD image enhancement through a clever combination of maths and stills photography.

Bottom line is we’re very, very close to being able to transform lo-rez footage from pre HD camcorders into 4K, simply by adding additional data from hi-rez jpegs.

What this really means is that the cost of high quality production hasn’t bottomed out yet. With a camera like a Sanyo Xacti running at under $200 and the possibility of using it’s 6 megapixel stills capability to take your Mpeg4’s to HDR, I think it’s fair to say that within the next two years the only thing stopping a film maker from making a great feature film is what they put in front of the camera

is it true?? we can transfor our movie to 4k?

what type of CAM is SD?

i searched on net and found it is still image cam???if yes then why how it can be transferred to HRD?
