writing narration / v.o on top of action

Writing a scene where the 'Investigators' are putting up picture of those accused of a killing, and doing other actions...Now I want to put narration over the bulk of the action...how is this wrote on a screenplay...do you write the action, then narration at end and make a point of it at the start???
