Which Synopsis

I've read a lot of Synopsis and they seem to fall into 2 categories

1. A step by step description of everything that happens, including the ending

2. A rough and short description of the meaning of the film, and what the issues faced by the protagonist and how he'll try to over come this...the ending isn't given away, more the climax is built up

For funding ive been asked to provide a brief Synopsis....Which one would it most likely be?

For funding you want to tell the entire story. If the ending is important
can you think of a reason why a potential investor shouldn't know it?

its not a Private Investor, but its for a Government backed lead agency....they ask for a 'brief synopsis'...so wasn't sure to do a character driven one, or layout the story in total...I've done a verison of both, so debating which to upload...was thinking the character one as ill be uploading the screenplay as well

To be a “brief synopsis” should include the entire story. I disagree
with Filman – I'm not saying he is wrong, only that I disagree. No
matter what is driving the story (plot driven or character driven) a
synopsis for funding should include the entire story including the
ending. You are not “teasing” a potential movie goer you are telling
your story to a potential funder.

But then I know nothing about government funding. I'll leave this to
those who live in countries where the government funds movies. Things
may be different for a government backed agency.
