Does anyone know any organizations or even individuals (not likely) who will support a small budget short film? Are there any websites dedicated to people who just want to give that I can post my Indiegogo on?

On our Indiegogo, we are asking for $750.

The government in Australia sometimes does it I believe if you can prove you're worth it. Might be worth trying looking at your own government? If the budget is only 750 maybe you could ask a friend or relative to try and fund it, or think of alternatives. I'm a no budget guy...or it comes from my pocket :)

Except maybe through grants for some arty farty film (through the NEA or something), the US government does ZERO funding of films, which is a good thing. I don't want the government deciding what art to support and what art not to support.
