First; check your own library of movies. Check all the short videos
YOU own - the ones you have bought. And then think what was
it that got you to buy those short films.

Second; contact the distributors of those short videos and ask them
what they are looking for when it comes to distribution.

Finally, ask your friends and family what attracts them to buy or rent
a short video.

This should give you a good idea of how to market your short video.
