Flashes?

Lately I've been noticing a lot of "flashes" in things I've been watching, notably during scenes meant to be spontaneous. This isn't the same as lens flare; it's much more dominant and, imo, prettier.

Does anyone know how this effect is achieved? I'm sorry if this is painfully basic, but I'm drawing blanks on any sort of practical method.
 
These are fake celloloid overexposure 'burns' and scratches.
They used to be created by letting light hit the celluloid, without really overexposing. (And without lens. A friend of mine once described how a DOP did it on set, but I don't recall the details.)
 
I highly doubt those were created practically. The effects were a bit different in the two videos you posted, but both appear to have been done in post. FCPX has a built-in transition that looks a bit like the second video, and the first video looks like the effect could have been created easily.
