How do I get the Don't Say A Word (2001) Look?

I like the blues in that movie and the scenes that concentrate on the blues. I was wondering how to get that look.

If you watch the first few minutes of those clips there is the bank robbery part, and the part in the institution. It's full of blues mostly. Is it pure on the set work, or is there some post done in there as well?
 
Okay thanks. Since I am shooting on very low budget, I don't have control of the color of locations. I can try to choose locations with the colors, but it's basically what you get is what you get. So.. unless the lighting is colored, I will have to do it all in post, if that still looks good.
