Which Idea sounds better?

Idea 1: A cop kills an armed bomber and rescues the president but not without tragedy, a man is accidentally killed who works a low-end job, as reward the cop receives instant extended leave and a promotion- whilst on his leave, he notices everyone congratulates him on rescuing the president but completely disregards the innocent man struck in the line of fire and it starts to bother him, soon it manifests into a crazed rage by the constant belittlement of the departed through saying he was a nobody, insignificant, a peasant compared to the president etc. and climaxes with someone being killed. Mental deterioration is the main display here, think Taxi Driver as that's where I got most of my inspiration/influence from (GOAT FILM).

Idea 2: A cop kills an armed bomber and rescues the president but not without tragedy, a friend of the cop who happens to be an officer is accidentally killed, as reward the cop receives instant extended leave. On his leave, he watches the recorded footage of the rescue countless times and catches some details which reveal the bombing as a hoax and a way of garnering sympathy votes for reelection. Ads are shown of the President cowering in his home scared which touch the viewers and further so, get them to vote for him, the cop realizes this and is determined to reveal it to the world and have the President pay for what he's done. Think Manchurian Candidate for this one, underrated film.

Which idea? and Thanks.
 
Could you do both? Perhaps the cop is watching security camera footage of the "insignificant man" being killed, and feeling sorry for him, but as he watches, he picks up on the bombing hoax, and uses this to his advantage. Like perhaps he exposes it and everyone then hates the Presidency and they feel more sorry for the other man who was killed. Or it could be something different.

I like the first idea better, as it is more unusual for a movie per say, but the second idea could be a third act or something that ties in the with the first idea's theme.

Hmm, definitely the The first one but, you should have the "nobody" be his cop buddy. That would enhance the emotional response he has and would further justify him becoming the terrorist.

Furthermore, the second one is too unbelievable to be true. They would do all that for re-election? That's compromising their own lives. They wouldn't just to go to white collar prison for that. They'd be fucked in ten different ways both at home and abroad.

But yeah, definitely like the first premise. Good luck, man!
 
It's been in movies before though. In 24, they President's handlers, tried to cover up a murder for re-election, even though doing that is a serious federal offense. In Spartan (2004), they also tried to do the same thing, and cover up a kidnapping, thereby allowing the kidnap victim to be possible killed. Or how they covered up a murder in Absolute Power (1997). Apparently the White House staff really wants re-elections to happen, and those movies made it work though.

But it's important that the causality is a seemingly insignificant person, the cop buddy isn't insignificant according to the force and wouldn't be belittled by his own kind. The cop is gobsmacked at the fact that people applaud him for such a (unintentional) tragic act and people think it's justified because the person is a bottle of the barrel, petty and unremarkable individual.
