After Effects is perfect for doing that. There are dozens of title templates
you can try - you can even do it with the basic titles. Have some some
experimenting.

where do i find such templates? i know about kinetic typography
i want to make the effect with the picture that fades in and i dont know how

fading can be done with keyframes. It is not an effect from the effects menu.
