How to raise entry fees or find free film festivals

Is there any kind of grants, scholarships that can help with raising extra money for film festival entry fees, since fees can go from $25 - $80. It's kind of a gamble because you never get your money back if you don't get it but from what I read, the money helps the film festival run. I tried to look for entry free festivals but they are so rare to find, especially underground ones, and the lists that can be found online are always out of date.
I've heard about wavers a little bit, how do I do it? Contact who ever is head of the fest or something like that?
Can that also work with script contests too?

Occasionally there are even some free festivals listed on this site. You could do a search of festivals here. Without a box has some too, but not sure if there is a quick way to do a search. There are several student ones that are free. We did one for high school students in Massachusetts, but the next one will only be for student documentaries.
