It looks like VFX to me.
What exactly is the shot you're going for? And what budget do you have for it?
Assuming you were trying to replicate it you could:
-Talk to a VFX house (or maybe meet someone young and talented willing to work for cheap) to see what they would need to do it and how much it'd cost.
-Use a drone - e.g.
http://www.amazon.com/DJI-Phantom-Aerial-Drone-Quadcopter/dp/B00AGOSQI8. Though would be difficult with so much movement. You'd need a talented pilot. I don't have any experience working this drones, so I can't offer much advice. A member here, MileCreations has been doing a lot of stuff with drones -

-I don't think it could work, but it could be a nice way of getting a moving aerial shot: attaching a gopro to a kite (anything bigger would likely be way too heavy). You'd have very little control over the camera, and you wouldn't be able to track anything the same way in the above shot, the shot could be very shaky - but it's the cheapest of the options an easy enough to test out. Though without knowing exactly what you want to do, It's hard to advise.
