How to get this shot?

It looks like VFX to me.

What exactly is the shot you're going for? And what budget do you have for it?

Assuming you were trying to replicate it you could:
-Talk to a VFX house (or maybe meet someone young and talented willing to work for cheap) to see what they would need to do it and how much it'd cost.
-Use a drone - e.g. http://www.amazon.com/DJI-Phantom-Aerial-Drone-Quadcopter/dp/B00AGOSQI8. Though would be difficult with so much movement. You'd need a talented pilot. I don't have any experience working this drones, so I can't offer much advice. -I don't think it could work, but it could be a nice way of getting a moving aerial shot: attaching a gopro to a kite (anything bigger would likely be way too heavy). You'd have very little control over the camera, and you wouldn't be able to track anything the same way in the above shot, the shot could be very shaky - but it's the cheapest of the options an easy enough to test out. Though without knowing exactly what you want to do, It's hard to advise.

I am actually trying to get a similar shot of two flying kites. Its more of an experiement for me and so I would opt out of option 1. :) I have some experience using Blender 3D but I was hoping that it won't need any 3D software for this. For example, maybe a green room with the camera at the roof, two kites tied up on the floor with a couple of high speed fans below and on the sides to control the flying path :) LOL Not sure if I am making any sense.

Using a drone / octocoptor is a good idea I guess but I don't have one yet. And I am not an expert in flying Kites as well. :)

Definitely VFX.. created by CafeFX before they closed up shop a couple years later. Unfortunately, since they're out of business, you're unlikely to find a vfx breakdown of any kind. Given the camera movement and whatnot though, I'm suspicious that it might be entirely CG, not just the kites, but the backgrounds as well.
