When can you call yourself a writer?

That depends on context. In the context of what you like to do, providing you sometimes write something, then you're a writer.

If you can take rejection in stride, if you can simply move on, you can make it in the “business of rejection.” You can officially call yourself a writer.

There is no "business of rejection", there is only business of acceptance (which may entail a lot of rejection before gaining acceptance). Without acceptance there is no income and therefore no business. So no, in the context of "business"; what you do professionally, what your job is or what you do for a living, you cannot call yourself a writer.

IMHO as everyone can write, the difference between someone who write and a writer is whether one can make a living off writing or not.
