It's not a sound effect. When you make reference to music for picture it's called a "Cue." Very, very short cues (like the one in postfacto's YouTube example) are called stingers.

Are you asking about the organ chord cue used in 50's soaps? It's usually a diminished or flat 9th chord.

Can you be a bit more specific...ie: point to a youtube clip or something with something similar to what you mean in it? I may have something. If not it would be likely pretty easy to come up with one that's similar.
