Explanation of tax breaks

I understand tax repayments in a 'normal' world but really struggle to understand how it works in 'film world.'
In particular, I'd like to understand how it works in different countries.

Is there a website with a really, simple explanation?
 
There isn't a simple explanation. If tax systems were simple, accountants wouldn't be needed. Adding extra countries into the mix and it can get very complex. Add to that, tax laws often change and are sometimes open to interpretation.

I don't have the time to post links of several different countries. Each
countries is different and here in the states each state has different
incentives. Georgia has one of the best programs in the states.

Film tax breaks are not much different than "normal" tax breaks and
since you understand them you already understand film tax incentives.
Simply; a production spends a specific amount in an area and the local
government charges less in taxes usually by way of a refund.

At one time both Italy and Romania had excellent incentives. If I have
time later in the week I'll look up their film commission web sites for you.

Thanks, that would be useful. I genuinely don't understand because there seems to be some kind of weird 'loop.' For example, there is a film fund in the EU which investors put money into purely for tax breaks. i.e. if the movie actually makes money, it's not only a surprise but not factored into the investment situation.

It's really bizarre, arcane and slightly insane.
