Youtube Compression.

Lately I have been trying to upload videos to you tube and I continue to get a lot of artifacts on my screen when the video plays. Though it is perfect for me on my computer or Vimeo. I am using h.264 compression and have all the other settings the same as what vimeo requires. Anyone have an idea why Youtube would be giving me problems?
 
I up the brightness of footage because YouTube compression makes footage look darker. I export at 640 X 480, although YouTube now has HD so maybe someone else can talk about HD on YouTube. I save the audio portion in MP3 -- not wave.
 
My HD workflow for upload to youtube

I render from premiere or AE to quicktime (photo jpeg or png sequence)
I use handbrake to create a h264 file
handbrake settings:
Video:
Codex h264
average bitrate 10,000 kbps
2 pass encoding

audio
AAC encoding
Stereo mixdown
Bitrate 320KPS

How is this different then using AE or Premiere to compress the file to h.264? Why the extra step?
