Is is legal to use Hollywood actors or entertainers in film without permission? like few seconds of footage from red carpets? Just wondering
 
You "can" because he's a public figure without expectations of privacy, however there a lot of hairs to split, with the biggest one being 'can you make money off his image in your film'? This depends and your next step is an entertainment lawyer.

actors or entertainers? Are you asking about images YOU shot?
