Canadian Production filming in California

Hello,
If a Canadian incorporated production wants to shoot in California, legally, do they have to setup a California LLC, or can they fly in, film and leave?

According to the California Film Commission (http://www.film.ca.gov/), if the property you are filming is state-owned, you have to file and apply for a state film permit to be submitted at least four(4) business days prior to the first shooting day. The use of Caltran ramp and lane closures require a minimum of twelve (12) business days; freeway closures require a minimum of sixteen (16) business days.
So, if your film shooting is within the state jurisdiction, you can't just fly in, film and leave. There are rules to follow.
 
I'm not a California lawyer, so I can't give any advice, but I think a foreign company does not need to incorporate a company, but it must get a certificate of qualification from the California Secretary of State. And the best way to do that is to hire a local lawyer to do it.
