low-budget animted film?

im looking to do an animated film. i want to do it traditional 2D animation style, with a slight edge to it, but the only problem is, even tho i have written a draft of the script, i have no animators or resources that could even put me into that direction. I draw a little myself and I wouldnt mine showing some of my rough sketches of the characters, but if anyone knows of any animators in the baltimore, maryland, or washington dc area then please offer some info, it would be much obliged. thanks
