Incorporating Illustrations in Film

I was wondering if anyone knows of how to put illustrations into film sort of like in this video

if you know of a tutorial or just happen to know yourself. Even info on including hand drawn work would be helpful.

This is just turbulent displace in AE, then brought into Premiere to superimpose.

Google "jittery text" - same concepts apply to graphics.

You can even find a lot of these already drawn and animated on stock video sites ready to slap right over your footage, if you don't need anything too custom.
