Referencing Character from a TV Series for your Film

we had an idea for our Film, where a well known Character from a TV Show would make a cameo...how would go about getting permission for this....im guessing the creators of the said TV Show???

No, you have to ask the rights holders. Creators often sell the rights.

If you're an IMDB Pro user then you can look up contact info for a lot of productions.
I am not, so I couldn't do that myself.
