Hi, if I use the music in a film for profit, do I need to pay the copyright owner?

Doesn't the 1st quote say it's free & then the 2nd quote says I have to pay the copyright owner?

"You are free to use the tracks whereever you want as many times as you need. No further payment of synchronization fees as soon as you have downloaded from TrackTourMusic.com"

"The music produced by TrackTour Music is still protected by exclusive rights to public performance and general transmission of a copyrighted work... When re-using the tracks from TrackTour Music in public or making them publicly accessible as a part of your own production (online, radio, film, TV etc), then you need to report it. Please, contact the performing rights society in your country and submit your music report. The music produced and copyrighted by TrackTour Music, is protected by STIM (Sweden) which collaborates with music organizations across the globe. They have a common responsibility to monitor public use of copyright protected works, collect and distribute royalties to the copyright owners."

Sync fees are for using them in the film and are separate from royalties, which are small percentages of the profits from every time the media is played somewhere or sold. The site it saying that the songs are free to download and include in your media, but are not royalty-free.
