The goal of this thread is for people to state what they think they can't do and get help from others on how to accomplish the desired effect within the OP's means. For example, if you were to say "I have written this kick ass high speed car chase for my movie but I can't afford a professional stunt crew and crash cars." we would give you recommendations on how to rig car mounts for your camera so that you can get footage that, when combined with appropriate audio, gives the impression of a high speed chase without the expense. Rather than focus on what you want the audience to see concentrate on what you want them to feel. Let's get started.

I'm interested in presenting a docu-series idea to my local TV station.

Would a Treatment be sufficient enough? Or do you recommend additional items?

And also who do i talk to at the network? meaning what dept head do I ask for? I'm checking their website http://www.cox7.com/ and it doesn't give any information. Who is the person that's typically receives these submissions?

The title of the person you are looking for is Assistant Program Manager. Cox is seriously tight lipped about who does what for them so I don't have a name for you.

Here is a list of Arizona public access channels. http://en.wikipedia.org/wiki/List_o...he_United_States_(Alaska-Connecticut)#Arizona You can speak with them about your show. You have not given any specifics on the subject matter for your docu-series so I can't point to any groups that might be willing to sponsor your show.

As to the question of a treatment being good enough to sell the idea of the show, yes. Make your treatment as tight as you possibly can and be specific about what you want to accomplish with your show. Do your research and have it ready. Good luck.

I am interested in not being too lazy to finish my webseries... also, to maintain my own interest in it, which I've lost most of because of how long it took to produce
 
Think back to what your original goals with the web series were. Search online for photos that show the payoff of those goals (when other people reached them). Print out the pictures of the payoffs and place them on a "vision board". A vision board is a collage of images used to motivate you to accomplish a specific goal. Place the vision board someplace where you will see it several times every day. Every time you walk past the board, touch the pictures of what you are working toward and tell yourself, "today I will (insert one small attainable goal) to get closer to this."

Alternately, or in conjunction with, you can get yourself a producer. Mine is a friend that calls me and asks what I have done to further my fimmaking goals. The conversation usually goes something like this:
Me: Hey, what's up?
Her: I hate to sound like a nag but...
Me: It's not nagging to try to get me to do what I want to do.
Her: Okay. You get any more work done on (insert project name here)?
Me: (totally full of shit) I'm more in the creative visualization stage at this point.
Her: (knowing that I'm bullshitting) Great! So I can expect, what, 10 pages tomorrow?
Me: Oh come on! You know my work schedule. 10 pages is a lot.
Her: You're right. Let's make it 5 pages then.

You can get with the local Jay Cees, Chamber of Commerce, Local tourism board, and any student athletic associations in the area. Don't forget that the parents and family members of the athletes may also be willing to help with production costs. Create a list of the athletes that you are interested in profiling. Contact the parents and schools of those students. Secure appearance releases. Compile complete stats on both the athletic and scholastic aachievements on the subjects you intend to profile. Use the information on these athletes to make dosiers which you will take with you to meetings.

Don't overlook the possibility of local news channels and programs. Most news outlets are always looking for good local interest/feel good stories. If you can make a top quality, broadcast ready, series, try ESPN http://espn.go.com/espn/contact and Fox Sports Arizona http://www.foxsportsarizona.com/
