So in short:

the RULE is to write, write, write without worrying about the amount of dialogue.
And use rewriting to balance it.

Just write. Common sense can tell you when there is enough dialogue. Then when you read over you will determine that.

Not sure who told you that, but if the scene fits... it works. Period.

You need to move past these rules and write. Rules are there to guide you but not restrict you because they can be broken for good reason.
