I believe I found... In a round about way... The Answer:
Yes, you can hire anyone in a SAG Ultra Low Budget Film. No, you can't Taft Hartley (but it isn't needed) in a SAG Ultra Low Budget Film.

I've done both -
I've hired non-SAG Aftra actors for a SAG ultra-low budget movie.
And if you go to the next higher level, I've gone the Taft-Hartley route.
