Creating a jump scare

How do you do it? What techniques do you personally use to create jumps?

There are times when I'm watching TV late at night and a jump scare will freak out my dog.

Just from the sound.

It's the calm/silence before the scare that really sets it up.

I think the build-up to the scare is what makes it most effective. You capture your audience into pondering what is going to happen and then, boom!
