Question About Particle VFX

In the right hands, your desired effect is quite possible. But, I think you might be going about this the wrong way.
When working on a limited production budget, you've got to work with the tools you have on hand. When writing locations, it's a good practice to find & secure a location, and then write to it. The same goes for visual effects. I would recommend that you find an Artist who has an effect on their demo reel that you find acceptable, and secure their services. Then, write your scene around that effect.
 
Okay I see what you're saying, build around the effect rather than make that the strongest thing about the film correct? Plan it as well as possible and then find a skilled artist to fill in the gaps?
 
Usually people say write within your means. However this day and age you can do a lot more. So sure, it can be done. But take _Rok_'s advice and make sure FIRST. Be sure you are happy with the test, and the budget of the effect. Then, you know you can start your production.
