One of the fine lines you have to walk with comedy is being careful not to offend any group with a joke with bad taste.

Spend more time crafting a whole story for a one minute film instead of a skid.

I've seen brilliant one minute comedy shorts by Ellen Degeneres. It can be done.

I understand, but not all comedy sketches are necessarily stories. Many are PSA parodies, or just an actor talking to the camera. I can provide many examples.

Well, I really enjoyed the offensive jokes!
Then again, I like it when films/sketches are edgy.
