Using Music In Film
If there's scenes in my film where music is playing on the radio, do I still have to contact the artist for permission? Or can I just credit them in the closing credits.

If it's in there, you need permission, it's that simple.

Hi OP,
Like others says, you have to contact the artist for permission.

If you heard it on the radio, it's likely you can't afford it either. Sorry.
Good luck.

A film I worked on wanted to use "The Middle" by Jimmy Eat World. They wanted $100,000 - plus points.

We write and record music for those purposes or find a local band with a track we can use. In The Island all the records he plays were actually songs recorded by us for the soundtrack. The same is true of the music on the radio in 109. If you want to have music in your films (and don't have many thousands for rights lying around) it's the only way to go.
