Film Festival submission aspect ratio

I am having trouble uploading a submission for a festival on Withoutabox.Their requirements are 480x360 Quicktime 30fps with a 2G limit.My project is 1080 24 fps 25 min.
I need a compressed file that has decent quality for submission screening.
I run a test using.264 codec but I can't get a letterbox in the 4:3 frame.
Has anyone done this before?

Personally, I refuse to use the online screener. I mail out DVDs. If a festival will only take online screeners (not many of these). I don't enter it.
