production designer, art director, set designer

The production designer is responsible for the overall look of
a movie. The art director is second in command and delegates
jobs to the members of the art department. The set designer
designs the sets.

I have a guy who is prop master also set designer - he doesn't have too much knowledge for costume/make - up - I kind of don't know which title I should give him.
 
Did he design your sets? Give him "Sets Designed by" credit.
Did he do the costumes and make-up even thought he doesn't
have too much knowledge?

Or you could ask him what credit he would like...

No he won't do costume and make up. Only prop master/set designer as of now - kind of wanna give him a higher title but not sure which one.

There isn't a "higher" title - both are important and essential
to a movie. It is best to give people credit for what they do - not
to think of one job (and credit) as higher than the other.
