Script after people found or before?

Hey guy and gals, I'm in a sticky situation right now I want to create a script/ideas for new films but
I'm torn between the idea of finding the actors first then building the story around the amount of people I have or should I just create the script and then find the people later. I feel torn because I don't know which one to choose, so I'm stuck not creating any script or ideas. HELP WOULD BE AWESOME!!!
