What do you call this SFX?

I hope this not too offtopic for this Offtopic section.

I'm just wondering what do you call the SFX in this youtube video. It's about 2:45 sec in the video.

Assuming you have your images prepared & shaped already, you can do that by simply rotating the image... with the center of the image located elsewhere.

I dunno what the technique is called. Once the image is in the timeline, you can grab the center "pin" of the image, and place it wherever you want. In this case, the center of the image is way off to the right; Probably even offscreen. Then rotate with keyframes.

Sell the effect with a bit of motion blur, and a clackety sound effect.
