In a flachback sequence.

Does the dialogue have to pertain to the character whose having the f.S. Or can a character in the same room have dialogue with someone else without the him in the scene. Because how would he know what they are saying.

A flashback is a memory scene of the character having it. The character just has to be present and not even talking to have the flashback.

The character may be presumed unconscious and in the room and overhear a conversation as well.
