Depends in what industry. YouTubers and a lot of independents use Premiere. Serious filmmakers and Hollywood movies use Avid (there's a free version too).

Sure there are always exceptions, but...

If you're an all in one filmmaker, the best solution I think right now is Resolve 15. The one downside is that you need a semi beefy computer, but it should run on any mid to high range laptop...

For a budget GPU, take a look at the 6GB 1060. I can playback an entire reel of 4K RAW from my Ursa Mini 4K with around 10 nodes in Resolve and have no issues with that card
