Can someone give me the skinny on adapting an exisiting short story over 75 years old? Does this fall into public domain works and available for adapting into a short film or is there more to it than that?

Copyrighted material goes into the public domain 75 years after the death of the author. So the fact that the story is 75 years old is irrelevant. You need to know the date the author died. This should be fairly easy to find out.

...or I believe original recordings predating US copyright of... 1922 I think?
