You should be able to get a cheap Cannon XL1/XL1-S for that kinda money if you look around and bargin hard. It will be just a basic model and I doubt be in the best of condition but depending on what you want it for I'd say it would be fine!

I'd look at the Panasonic PV-GS400. It runs around $1200, has 3 chips and many manual features. I wish it had XLR inputs, but you can get an adaptor.

I'm wishy washy on buying used electronics like some have suggested, unless I know the history of the camera.

Save back some money for spare batteries, a shotgun mic, tripod and a case.
