I'm currently trying to license studio music for the movie I'm working on and I found the site Warner Chappell (http://www.warnerchappell.com) and want to know if they can legally license me music. Can they? I requested two song licenses and I got replies that said I would not be charged ($0), probably because my budget is so low.

Can these people license me music?
