Unless the actor is willing to legally bind themselves to the project no matter what, a LOI will simply state that the actor has read the script and will play a specific part as long as nothing else gets in the way. In other words, if by the time you raise the money "actor" has a better deal or simply decides to spend that six weeks with the family in Colorado, they aren't required to appear in your movie.
